Form 21 is to be signed by the Company official and to be verified by either PCS or CA or Cost Accountant. The wordings are given in the form. Only precaution is that professional verifying the form should obtain engagement letter. In fact this should apply in all the forms which the professional is certifying. For stamp duty the form will guide while uploading as it varies from state to state.
