As per rule 3(b) of The Companies (Meetings of Board and its powers) Rules, 2014 notice shall inform the directors regarding the option available to them to participate through video conferencing mode. So whether we can infer that its not mandatory or at discretion of Board

Section 173- Meetings of Board.
