Yes, it is applicable for this financial year closure since new Act came into existence on 1st April 2014

Yes. According to me we can issue CC for the year ending 31 3 2014 as the Sections of the Companies Act 2013 came into effect wef 01 04 2014.. Refer General Circular No.08/2014 regarding applicability to relevant financial year
